Margarita Gardea, Manager, joined COPE Health Solutions in March 2015. She began her career in health care administration as an Administrative Fellow at Harris County Hospital District (dba Harris Health System) in Houston, Texas. As a fellow, she had the opportunity to work closely with executive leadership on various projects in acute and ambulatory care settings serving the third-largest county in the nation.

Prior to joining COPE Health Solutions, Ms. Gardea served as Manager of Health System Strategy Operations at Harris Health System. In this role, she assisted in the development of a robust anchor team for Regional Healthcare Partnership 3 (RHP3) of the Texas 1115 Medicaid Transformation Waiver. Her work focused on managing a $2.3 billion allocation for the largest region in Texas comprised of 28 different providers across nine counties and 181 Delivery System Reform Incentive Payment (DSRIP) program projects. She was also involved in the development and management of Learning Collaborative activities for RHP3 and planning, implementing and managing Harris Health System’s 23 DSRIP projects. Ms. Gardea is Lean Six Sigma Green Belt certified and supported organizational improvement projects during her time at Harris Health.

Since joining COPE Health Solutions, Ms. Gardea has been primarily focused on the 1115 waiver in New York and has led the provider performance based contracting initiatives and funds flow methodologies for three upstate performing provider systems. Her work included development of funds flow models, defining  provider activities to be completed for payment and contract development per partner in each defined network.   Ms. Gardea continues to support overall account and team management in upstate New York and works closely with company leadership to further develop value-based payment strategies for our clients.

Ms. Gardea was born and raised in El Paso, Texas and moved to San Antonio, Texas for college. She holds a Master of Science in Healthcare Administration from Trinity University and graduated Cum Laude from St. Mary’s University with a Bachelor of Science in Biology and minors in Chemistry and Business Administration. She is a member of the American College of Healthcare Executives and plans to pursue fellow status. Outside of work, Ms. Gardea enjoys running, traveling and exploring new cities, going to the beach and spending time with family and friends.
