Raymond Chang, Manager with COPE Health Solutions, applies his expertise in financial modeling and analytics to support clients in understanding the financial impact and business case for strategic opportunities with respect to changing market dynamics. In his current role, he manages the development of financial projection models to support strategies around the development of independent physician associations and federally qualified health centers in southern California. He also plays an integral role in supporting the assessment and transformation of a major safety net health plan in Central Texas, as well as provides project management support for the corporate restructuring for a county health district, health plan and community clinic system. At the same time, Mr. Chang has taken on a leadership role within the internal performance improvement team at scoping and executing Lean initiatives to improve the organization’s processes and procedures.

His past projects with COPE Health Solutions have included supporting the development of a 1115 Medicaid Waiver transformation plan worth $1 billion dollars in north Texas; laboratory workflow redesign using Lean/Six Sigma principles for a safety net hospital; implementation of e-Consult for ambulatory clinics in the greater Los Angeles County; analysis of health plan division of financial responsibilities (DOFR) and contract; as well as internal budgeting, financial projection and cash flow projection.

Prior to joining COPE Health Solutions, Mr. Chang received his Master of Science in Biochemistry and Molecular Biology from University of California, Riverside, and his Bachelor of Science in Biological Science and minor in Neurological Science from the same institution. He developed his passion in project management, performance improvement, health care administration and finance as a director of administration within the Health Scholar program at Citrus Valley Health Partners. Mr. Chang has recently completed his Lean Green Belt training and is currently working on the Certified Technical Specialist title from the Healthcare Financial Management Association on the subject of managed care and physician practice management.
