Raymond Chang, Manager with COPE Health Solutions, applies his expertise in financial modeling and analytics to support clients in understanding the financial impact and business case for strategic opportunities with respect to changing market dynamics. In his current role, he manages the development of financial projection models to support strategies around the development of Managed Services Organization (MSO) for multiple clients in New York City.

His past projects with COPE Health Solutions have included employing a complex methodology to support the design and development of a very first fund flow model to distribute Delivery System Redesign Incentive Program (DSRIP) payments for a large health system in New York to promote changes in care delivery that align to the objectives of the Triple Aim; leading the development of a web-based CRM tool to manage Performing Provider System network of over 600 health care organizations across 13 counties in upstate New York; leading the development of provider fee schedules for both Commercial and Medicaid products, provider contracting strategy, and claim management system optimization in order to achieve 95% auto-adjudication rate for a start-up health plan in Dallas, Texas; supporting the restructuring of a county health district, health plan, and community clinic system with over 700 employees in central Texas; supporting the development of a 1115 Medicaid Waiver transformation plan worth $1 billion dollars in north Texas; laboratory workflow redesign using Lean/Six Sigma principles for a safety net hospital; implementation of e-Consult for ambulatory clinics in the greater Los Angeles County; as well as analysis of health plan division of financial responsibilities (DOFR) and contract.

Mr. Chang is currently pursuing his Master of Business Administration from UCLA Anderson School of Management. Prior to joining COPE Health Solutions, Mr. Chang received his Master of Science in Biochemistry and Molecular Biology from University of California, Riverside, and his Bachelor of Science in Biological Science and minor in Neurological Science from the same institution. He developed his passion in project management, performance improvement, health care administration and finance as a director of administration within the Health Scholar program at Citrus Valley Health Partners.
