Steven Hefter

Manager

Steven Hefter, MPH, PMP, is a Manager at COPE Health Solutions with more than five years of health care consulting experience for hospitals, health systems, ambulatory networks, and FQHCs. He currently leads accounts across the organization’s products and solutions, supporting clients develop and deliver strategies to succeed in value-based care structures. Mr. Hefter is an experienced consultant in strategy and process transformation, care model redesign, and revenue cycle optimization and compliance. Other skills include project and client relationship management, data analysis, and workflow development.

Prior to joining COPE Health Solutions, Mr. Hefter served as an Experienced Senior Associate at BDO USA LLP. In this role, Mr. Hefter has assisted health care providers improve financial and operational performance through operational compliance assessments, strategic policy report development, merger and acquisition due diligence, and revenue cycle evaluation. Specific expertise includes designing and implementing a compliance program covering ambulatory revenue cycle operations and performing assessments for specific service lines to identify resource, technology, and process-related gaps for various providers.

Mr. Hefter has also implemented a value-based medication management program for an FQHC to support strategies to achieve success in risk-based contracting arrangements. Other consulting engagements include corporate strategy prioritization and redesign, HRSA reporting of Provider Relief Fund grants, internal audit activities focused on revenue cycle controls, policies, and procedures, and health care related litigation support.

Mr. Hefter is a member of Healthcare Leaders of New York (HLNY), the New York chapter of the American College of Healthcare Executives. He currently serves on the Analytics committee, providing key insights into how the organization can improve data capture and develop strategic initiatives for its finance and sponsorships committees.

Mr. Hefter earned his Bachelor of Arts in Economics and Public Health from Tufts University in Medford, MA and his Master of Public Health degree from the Columbia University Mailman School of Public Health in New York. In addition, Mr. Hefter earned his Project Management Professional (PMP) certification in March 2023.
