Key Consideration for the Final Round of California CITED Funding

Capacity and Infrastructure Transition, Expansion and Development (CITED) is an incentive payment model available to Enhanced Care Management (ECM) and Community Supports (CS) providers which includes Federally Qualified Health Centers (FQHC), county and social services agencies, community clinics, and other community-based entities. CITED is one component of the Providing Access and Transforming Health (PATH) Initiative under California’s current 1115 Waiver Medi-Cal Transformation, formerly known as CalAIM. As a key element of Medi-Cal Transformation, PATH supports the expansion of capacity and infrastructure needed to implement Enhanced Care Management (ECM) and Community Supports (CS) and increase access to services across the state.

1. DHCS awarded $146.6 million in their most recent round of CITED funding applications
California’s DHCS announced 133 awardees for their 3rd round of PATH CITED totaling $146,576,173 in funding to awardees. Across all 4 rounds, the initiative has awarded over $494M in funding to over 430 organizations to support program development and improvement projects across California.

2. Community Based Organizations (CBO) have been the primary awardee type for all 4 rounds of CITED
Though funding was spread throughout California’s 58 counties, over 70% of awards went to Community-Based Organizations. Health care providers such as hospitals and primary care clinics saw the second highest distribution of funds.

3. Round 4 Funding Will Open on January 6th, 2025
The final round of CITED funding will open on January 6th and close on March 6th, providing applicants with 2 months to develop and submit their applications. New applicants and providers that have previously received funding can submit applications throughout the 2-month period. For the most success, applications should focus on addressing known county gaps for ECM Population of Focus (POF), improving ECM and CS care delivery in rural communities, and the new POF that have gone live state wide.

4. How to Apply for CITED Funding
Applicants that receive CITED funding must be actively contracted to provide ECM/Community Supports, or have a signed attestation from a Medi-Cal Managed Care Plan (MCP) or other entity that they intend to contract with to provide ECM/Community Supports in a timely manner. The application should include details on the provider’s Population of Focus (POF), the applicable geographic area of service, and an in-depth detail on how the funding request aligns with the goals and intended impact of CITED. Eligible applicants are able to apply for 2 areas of funding within the application: Salary and Non-salary expenses. Projects that fall into the Non-salary expense category can include recruitment education, EHR platform implementation and enhancements, building out billing operations, and provisions for consultant work. Projects that fall into the Salary expense category can include funding for hiring or retaining staffing, including lead care managers, care navigators, program directors, billing and data staff, and other program staff as needed. Former funding recipients and applicants are eligible to apply again, as long as the potential funds does not cover duplicative projects.
