Samuel Shutman

Senior Vice President

Samuel Shutman has 23 years of experience in the health care field and has held positions at hospitals, IPAs, health insurance firms and Management Service Organizations. Starting his career at Oxford Health Plans (now part of United Healthcare), Mr. Shutman worked in provider relations where he focused on creating and managing physician groups known as Private Practice Partnerships. The PODS, as they were known in the mid-1990s, were cutting edge structures that presaged what we know now as value based arrangements. Continuing further into provider contracting, Mr. Shutman was responsible for network development and growth of the NY office of Heritage (aka Health Care Partners) recruiting PCPs and contracting with hospitals.

In 2000, Mr. Shutman moved on to the public hospital system of New York City now known as Health+Hospitals (H+H) where he continued his contracting activities on behalf of one of the largest public hospital systems in the country and also worked on various revenue cycle projects for the Elmhurst and Queens Hospital network within H+H. From 2007 to 2015 Mr. Shutman was Vice President for Managed Care & Business Development at Bronx Lebanon Hospital Center (BLHC) where he built a team of 50 people who dealt with various processes of managed care including, contracting and provider credentialing. Mr. Shutman’s team also handled various managed care management activities as well as a navigator program in the BLHC emergency department. Mr. Shutman is most interested in helping to improve population health. To that end, Mr. Shutman led the charge for BLHC to become a New York State licensed Performing Provider System (PPS) under DSRIP. This project included more than 150 organizations in the South Bronx from home care agencies to Skilled Nursing Facilities as well as IPAs.

Mr. Shutman has a wide range of experience in the health care industry and is able to see the perspectives of payers, providers, large integrated health systems as well as the individual small practice. Mr. Shutman’s goals and objectives have been centered on finding the win/win for payers, providers and patients; to encourage the development and operation of cost effective healthcare delivery systems that also help to improve community health.

Mr. Shutman is very excited to join COPE Health Solutions as an Executive Consultant and looks forward to assisting with collaborations aiming to achieve win/win scenarios.
