Cindy Ehnes, Executive Vice President, is an attorney licensed in California and Colorado who served as Gov. Schwarzenegger’s Director of the CA Department of Managed Health Care for seven years.As Director, overseeing health insurance services for 21 million Californians, Mrs. Ehnes regulated the operations, clinical and financial performance for 105 health plans and 220 delegated medical groups. She launched the quality improvement program, the Right Care Initiative, involving 10 health plans and more than 50 delegated medical groups and IPAs, a ten-year program focused on improving HEDIS scores for several million HMO enrollees.She also provided leadership to the California Quality Care Collaborative, leading initiatives to improve standards of care and EMR adoption for medical groups in the Inland Empire. As a 12-year board member of the Integrated Healthcare Association, Mrs. Ehnes has assisted in developing pay-for-performance programs and total cost of care measurement for California Medicaid managed care organizations.In her role in consulting, Mrs. Ehnes brings her deep expertise in “what works and what doesn’t work” in regulatory, financial, risk contracting and operational mechanics to health plans and delegated providers. Cindy also provides interim health plan CEO capabilities, executive coaching, compliance reviews, as well as strategic consulting for health plans and medical groups.Mrs. Ehnes is the author of The Prentice Hall ADA Compliance Advisor and was a world class ski racer (still avid and fast!).

Duane Dauner
California Hospital Association
Former President and Chief Executive Officer

Duane Dauner was appointed President/CEO in 1985 of the California Hospital Association, the statewide leader representing the interests of nearly 400 hospitals and health systems in California.He has been active in national hospital and health care issues, serving on numerous American Hospital Association and American College of Healthcare Executives (ACHE) boards and committees. He has authored numerous articles and a book; is a nationally known leader on health issues; and has lectured at several California university graduate programs. In 2002, he received ACHE’s highest honor, the Gold Medal Award, and has been honored by the Partners in Care Foundation, National Health Foundation, UCLA and Health Care Executives of Southern California.Duane was an assistant professor at Washburn University of Topeka, Kansas, prior to beginning his hospital association career at the Kansas Hospital Association in 1966. In 1975, he became President/CEO of the Missouri Hospital Association.Duane holds bachelor’s and master’s degrees from Wichita State University.

Stephen Rosenthal

Senior Vice President – Population Health Management

Stephen Rosenthal is Senior Vice President – Population Health Management for Montefiore’s integrated delivery system and President of CMO, Montefiore Care Management, a wholly owned for-profit subsidiary of Montefiore Health System. Mr. Rosenthal has been a leader in the development of programs and initiatives in Care Management interventions. These programs and those for the frail and vulnerable populations have supported the growth of Montefiore’s integrated delivery system, and its provider network of approximately 5,000 physicians, its Home Health Agency, Rehabilitation Facility and acute care hospitals.Prior to his current position, Mr. Rosenthal served as Vice President of Montefiore’s Professional Services, where he developed and managed Montefiore’s Faculty Practice of employed physicians. Earlier in his career, he practiced as a Clinical Audiologist. He is also an Associate in the Department of Epidemiology and Social Medicine at Albert Einstein College of Medicine.
