Stephen Rivera

Program Manager

Stephen Rivera, LSSHP, MBA, joined COPE Health Solutions in February 2026 as a Program Manager for Enhanced Care Management.

In this role, Mr. Rivera oversees the daily operations of the Enhanced Care Management program in the Greater Los Angeles area. His responsibilities include meeting monthly milestones and key deliverables, reducing barriers for Community Health Workers and Care Navigators, and improving the experience of Populations of Focus by ensuring timely care and access to available resources. He believes the core purpose of leadership is to remove blocking issues, create clarity, and ensure teams have the tools, support, and environment they need to thrive and create meaningful impact in their roles. Mr. Rivera is also committed to expanding professional development, networking, and volunteer opportunities for staff as they advance in their Health care careers.

Prior to joining COPE Health Solutions, Mr. Rivera spent eight years at Kaiser Permanente in various roles across multi-site clinical operations at the Los Angeles Medical Center (Neurology, Electroencephalography, and Sleep Medicine), relationship management with multiple business lines, and call center implementations for centralized primary care messaging and reporting. He championed patient-centered, high-performing care models that reduced unnecessary patient encounters, increased call center efficiencies, and elevated the overall patient experience.

Mr. Rivera is a member of the American College of Health care Executives (ACHE) and is currently advancing his knowledge and competencies toward becoming a Fellow. He also serves on the Board as Co-Chair of Education & Programming for the National Association of Latino Health care Executives (NALHE) Southern California chapter, supporting the overarching goals of the National Operations team. In addition to his board service, he is a Court Appointed Special Advocate (CASA) of Los Angeles and a National Community Advisory Board member for the Kaiser Permanente Research Bank (KPRB).

Mr. Rivera holds a Lean Six Sigma Health care Professional certification from the Six Sigma Global Institute, a Master of Business Administration in Health care Management from Western Governors University, and a Bachelor of Science in Cellular and Molecular Biology from Seattle Pacific University.
