Bill O’Brien

Principal

Bill O’Brien FSA, MAAA is a Principal and financial analytics and modeling service line leader of COPE Health Solutions. Mr. O’Brien is a strategic healthcare executive with 20+ years of broad-based experience in payer, provider and employer leadership. His career has largely focused on provider risk assumption and integrated health plans as a generator of healthcare value.

In addition to advisory support, Mr. O’Brien often serves as Interim CFO or Chief Actuary for clients. Recent engagements include serving as Interim ACO Finance Lead for a large mid-western health system, Interim Chief Actuary for a data aggregation company transitioning from Life Sciences to Health Insurance, Actuary for a care management company under downstream risk from payers, and Actuary for a new health plan in Massachusetts seeking insurance license from the state.

Prior to joining COPE Health Solutions, Mr. O’Brien worked for Deloitte Consulting as a specialist leader in the healthcare actuarial practice and value based care group. Before that he was CFO of UnityPoint Health’s insurance division in Des Moines, IA where he was responsible for developing the financial strategy for expansion of provider-risk and insurance products across multiple service areas and led a turnaround of company financial results from annual losses of $15M to a positive margin over a 3-year period. Mr. O’Brien also served as Chief Actuary for Evolent Health, an industry-leading MSO for health care provider risk assumption where he designed and implemented financial and risk management strategies for integrated health systems and health plans as they developed population health capabilities. Additional experience includes actuarial consulting at Milliman, OptumInsight, Harmony Consulting and Towers Perrin (now Willis Towers Watson) as well as internal actuarial roles at Health First Health Plans in Florida, Florida Blues (BCBS of FL), and Cigna in Connecticut.

Mr. O’Brien is a Fellow in the Society of Actuaries and Member of the American Academy of Actuaries. He received his B.S. in Mathematics from Stetson University.
